Why a 80% reduction in licensing fees results in a 0% savings for the average consumer.

DBKL recently announced a reduction in gym operating licenses from RM50/sqm to RM10/sqm, with the stated intent that these savings be “passed onto consumers.”

The Isonomy Audit

Let’s run the math on a standard mid-sized gym in KL:

  • Gym Size: 400 sqm
  • Old Fee: 400 * 50 = RM 20,000 / year
  • New Fee: 400 * 10 = RM 4,000 / year
  • Total Savings: RM 16,000 / year

Now, let’s look at the “Consumer Relief” (assuming 500 active members):

  • RM 16,000 / 500 members = RM 32.00 / year
  • Monthly Impact: RM 2.66 / month

The Verdict

The reduction is a welcome relief for small business owners’ margins, but framing it as “consumer savings” is Systemic Dishonesty. In a market where memberships average RM150-250/month, a RM2.66 shift is a rounding error.

While the general purpose of it is not without merit, wholly targetting it at reducing traffic during peak hours and offering discounted rates at those peak hours is a bit of a reach.
